You bet, but only for age 65 and above. This is also how the government can tax Roth IRA withdrawals. Just include them in the premium or benefits eligibility calculation. Not directly taxing them but you pay a higher premium or lose some benefits.

Everyone else is up in arms about the proposed haircut to bank depositors in Cyprus. Craig offers a different perspective. I would also add that the proposal is a tax, calculated on the value of the bank deposit. The Cyprus government is not raiding the bank accounts or breaking any deposit insurance promise. It’s not any different than the property tax assessed on the value of the property. That happens routinely here in the U.S. every year.
